New TF2 Server

Yes that's right, we now have two TF2 servers again!

Only this time, this new server is running the WCS mod you all know and love off CS:S.

Hopefully I can figure out a way to fix the XP loading at the start of new maps (since it can take up to 2 minutes just to load stats).
